It is a document that legally justifies that a person has a physical, mental or sensory disability. The document can be applied for in specialist disability centres, it should be the one nearest to your home and you can apply at any time during the year. 

Without the certificate you will be unable to apply for assistance, grants and benefits from Public Organisations.

The disability should begin before the person is 18 years old. At this age the parents lose their parental rights and the person with the disability 'is legally able to decide about his/her life and assets'.

Disability status is applied for at the local Magistrate's Court.

Dependence is:

A permanent situation where a person needs a great deal of assistance from others to carry out the basic activities of daily life.

Health care and pharmaceutical allowance.

• Is not covered by the Social Security system because there is no work activity.
• Is not entitled as the beneficiary to the Social Security system benefits.
• Disability: level of disability the same as or superior to 33%.

The non contributory invalidity pension provides for all citizens who are disabled and in need, an economic benefit, free medical and pharmacy services and social services, even though the person has not paid or has paid insufficient funds into the social security system to be eligible for a contributory pension.
